IIS modernization in practice
Before data modernization was coined as a term, immunization programs and their IISs demonstrated successful system integration through adoption of implementation guides, establishment of functional standards and the development of a robust suite of specialized resources. IISs have used an implementation guide since 1997 to define standards for data exchange between public health and healthcare providers. As this guide has evolved, it has enabled IISs to modernize alongside healthcare systems. The CDC developed a set of IIS Functionality Standards that drives alignment of IIS functions to Immunization program goals. The PHII IIS Hub, developed with support from CDC, provides a set of tools and templates that support modernization and standardization of IISs, such as the Requirements Traceability Matrix (RTM).
IIS-specific resources are actively guiding broader public health data modernization efforts by being featured in presentations to the Data Modernization Learning Community and referenced throughout the Data Modernization Planning toolkit. By successfully utilizing these resources and sharing practical modernization examples—such as those listed below—IIS activities provide a proven, real-world template that acknowledges and celebrates their foundational role in advancing agency-wide data modernization.
IIS modernization activities have been further advanced as part of the Public Health Infrastructure Grant (PHIG) funded through the CDC. This landmark investment supported Immunization programs to make progress towards modernization goals. As technology advances and public health priorities change, modernization activities will need to adapt and adjust accordingly. Immunization programs can use tools such as PHII’s Data Modernization Communications Toolkit and the IIS Sustainability Toolkit to maintain buy-in for and prioritize their IIS modernization activities.
The IIS Sustainability Toolkit, designed with support from CDC to help state, tribal, local, and territorial (STLT) health agencies strengthen and sustain their IIS, has outlined clear examples and references for potential IIS modernization activities.
