What are the roles in CODI?
CODI organizations are identified by role and function. In addition to being a data owner, an organization that contributes their data to the CODI project for linkage, other roles are also needed for full implementation. These roles do not need to be decided upon project onset, but can be determined as partners are recruited.

- Data Owner—Data owners contribute data for queries (i.e., questions) from either the clinical or community setting, including social determinants of health (SDOH), intervention or clinical details. This role may require a technical partner or a data partner.
- Data Partner—Data partners facilitate CODI data exchange by hosting data (its own or other Data Owners’), respond to data requests from other CODI partners, and implements CODI data models, and PPRL tools.
- Technical Partner—Technical partners support Data Owners that want to contribute but lack technical capabilities to support CODI infrastructure (e.g., installs software, troubleshoots technology).
- Data Coordinating Center (DCC)—The DCC manages the project’s request website, query development and query distribution; manages data use agreements (DUA) and institutional review board (IRB) requirements; assembles longitudinal records from query results provided by Data Owners and Data Partners; and transmits project dataset to end users.
- Linkage Agent—The linkage agent performs individual and household linkage and generates unique identifiers for Data Partners.
- Key Escrow—The Key Escrow generates a unique key (salt) used in the de-identificaiton process.
- Interested Parties—These organizations ask questions or may support convening of resources.

Development of CODI use cases and scoping questions
The development of the CODI use cases and scoping question aims to align the CODI infrastructure with common goals, timelines, and available resources. The scoping questions are designed to capture the interests of the partners and end-users and to provide specific research, public health surveillance, and program evaluation use cases. The development of the scoping questions is where people collectively come to agreement on scope of CODI project.
The CODI@CO use cases and scoping questions focused on childhood obesity. CODI@NC use cases and scoping questions expanded CODI to include adults, social determinants of health (SDOH), social services, other chronic conditions, and COVID-19.
The CODI Data model is informed by scoping questions that encompass the objectives and interests of CODI partners and end users. The questions span a range of use cases that include public health surveillance, clinical research, healthcare usage, needs assessment, program monitoring, and program evaluation.
In North Carolina, the Scoping Subgroup was composed of clinical and public health researchers specializing in obesity, pediatrics, informatics, and weight-reduction interventions. Expanding on the original CODI research questions developed for CODI@CO, the scoping questions incorporated new data concepts related to health outcomes in adults, specifically obesity, diabetes, and other cardiometabolic conditions.
Additionally, CODI@NC is expanding use cases to include household representation, SDOH that have the potential to increase the risk for chronic disease, and COVID-19 impacts on chronic disease.
